I have been putting the voting laws that were voted on in http://hermertia.com/viewtopic.php?f=23&t=118 into words so we can incorporate them into the Indoles Carta. I have quoted the text that was already voted on and approved. Right now I have:

1 Approval of Applicants

1.1 In order for Applicants, old or new, to be accepted into Hermertia they must receive:
(a) 60% or more votes from the Council of the Crowned, or
(b) 50% of votes from the Council of the Crowned in conjunction with the passing of a Bill by the House of Dukes.

Quote:
• 60%of the Kings
• If bill passed by Duke then 50% of Kings


2 Rank Ascension

Council of the Crowned
2.1 Those that contain at least three (3) recognized Independent Duchies can petition the Council of the Crowned to recognize their lands as a Kingdom. In order to be crowned a King or Queen, the Duke or Duchess must receive a unanimous vote (100%) from all members of the Council of the Crowned.

Within a Realm
2.2 To achieve the next highest rank within the borders of a Realm governed by a liege lord, the vassal must receive approval from the highest ranking liege lord. The liege lord can only promote their vassal to a rank that is lower than their own.

Independent Holding
2.3 To become an Independent Holding the individual must put forth a formal proposal to the Council of the Crowned that signifies their intent to become an Independent Holding. To be recognized as an Independent Holding, the individual must be at least a Count and receive 60% or more votes from the Council of the Crowned.

2.4 If approved to become an Independent Holding, the individual can keep their title and personal belongings but forfeits their rights of their previous land to their previous liege lord.

2.5 To achieve a higher rank under the Council of the Crowned the individual must obtain 60% or more votes from the Council of the Crowned.

Quote:
• King ascension - unanimous
• Within boarders - up to King or highest ranking liege lord. Can only promote to a rank lower than the liege lords rank.
• Independent - 60% of the Council of the Crowned


3 Legislation

Amendment or Addition
3.1 An amendment or addition to legislation can be made in Parliament directly by the Council of the Crowned or in the form of a Bill by the House of Dukes. In order for the proposed amendment or addition to receive approval it must acquire:
(a) 60% or more votes from the Council of the Crowned, or
(b) 50% of votes from the Council of the Crowned in conjunction with the passing of a Bill by the House of Dukes.

Quote:
• Only Dukes and Kings and lasts for a week
• 60% without Dukes bill
• 50% with dukes passing a bill


Veto
3.2 A veto to the proposed amendment or addition can be conducted by the House of Dukes. In order for the proposal to be vetoed it must receive 66% or more votes from the House of Dukes and must be conducted,
(a) before the amendment or addition has passed, or
(b) no more than two weeks after the amendment or addition has passed.

3.3 If a veto is successful, the proposed amendment or addition to legislation can be resubmitted to Parliament. If it is resubmitted, one of the following parameters apply:
(a) If the original contents of the proposal remain unaltered, it must receive 60% + 1 votes from the Council of the Crowned before it is approved and incorporated into legislation. If the proposal remains unaltered it cannot be vetoed again, or
(b) If the proposals content or intent is amended it can be vetoed again by the House of Dukes and must receive:
i. 60% or more votes from the Council of the Crowned, or
ii. 50% of votes from the Council of the Crowned in conjunction with the passing of a Bill by the House of Dukes.

Quote:
• 66% of the Dukes are required and lasts for a week
• Veto can only be done once. If the intent of the bill changes then the veto can be applied again.
• Once bill has been passed it can only be vetoed within two weeks of its passing.


We still need the House of Dukes to write how a bill is to be developed and pass in the House of Dukes. The only thing that was voted on was the percentage required to pass the Bill.

If you want to make revisions, please write the points requiring removal in red and those that were added in blue.

Once we have discussed these points I will resubmit into Parliament for official votes.

These all look pretty solid. Thank you for putting this all together. This will give us clarification in most aspects of our bureaucracy.

Instead of posting another thread on this lets just vote as it already is in Parliament. As we have already addressed most concerns I vote yes.

60% of the Council of the Crowned has voted in favour of this proposed legislation.

Unless there's a veto this will become law.
