Designation and Resettlement of the Kingdom of Khabranth
The Kingdom of Khabranth has long not been present in international affairs. They have failed to vote on laws, rank ascension, and participate in their own wars for years. Their level of non-participation can be compared to the previous inactivity of the old Kingdoms of Xin and Hotonotochi.
The Kingdom of Khabranth occupies a wide variety of biomes in the central area of the map of the Mercurian Empire. The lack of participation, and thus lack of Vassals, Counts, and Dukes in this region have resulted in a power vacuum. This lack of participation has harmed the Mercurian Empire.
Kingship is divine, however, territory is not. In certain circumstances, Kingdoms can even be dissolved. The Council of the Crowned is recognized as divine in all matters, and has the power to enact the following language:

1. The Kingdom of Khabranth is to be split into two different political entities: The Kingdom of Khabranth, and the Outer Khabranthian Territories. These territories will exist in the west and north of the Kingdom of Khabranth.
2. The Outer Khabranthian Territories will still be recognized as part of the lands under the King of Khabranth.
3. The Outer Khabranthian Territories are open to settlement by Counts and Dukes approved by the Council of the Crowned. There shall be no extra provisions required to settle these areas.
4. The Kingdom of Khabranth may not at any point in the future reclaim lands given to Counts or Dukes under the Council of the Crowned for future settlement.
5. The Kingdom of Khabranth may not reintegrate any part of the Outer Khabranthian Territories without proving their participation in the Empire, as determined by a unanimous vote from the Council of the Crowned.
6. The borders of The Outer Khabranthian Territories are to be declared at this time with the following map:
