Sorry to be a stickler for details, but I am not entirely sure if this port meets the above requirement. I think this is an aspect the Minister should re-examine before giving his approval. While there are a number of Guild halls present, there does not seem to be a sizeable residential area in the port. |

The wording is not precise. It is up to my own personal interpretation of the spirit of this law and its application. There are a number of houses there with significant space in them for families. There are significant numbers of nearby settlements nearby which house people. Thanks for the concern. Please scrutinise my work to make sure im doing it properly, it helps! |

While I accept that this decision is up to the Minister of Surveyors and Civil Engineers acting as Commissioner, I too am uncertain that this port has a large enough residential population. |

As you state in it yourself, that is the majority of settlements in hermertia, which to me suggests that it is sufficient enough to support trade. |

I was not so much pointing to the population as to the potential lack of "residential areas, large, established, and developed". There seem to be a lot of Guild Halls and market stalls, but not as much in the way of residential areas. Just my observation. |
