A great deal of discussion has taken place concerning the future of the inactive Kingdom of Khabranth here. As per the extensive discussion in that thread, it has been determined that it makes sense at this time to split the current Kingdom of Kharbranth into two new political entities: a smaller land including all Khabranth's current settlements and a great deal more land for expansion shall continue as the Kingdom of Khabranth, while unused territories to teh West and South shall form the Outer Khabranthian Territories, still nominally under the supervision of Khabrath but free for new settlement. This compromise, worked out over weeks of discussion, is I dare say a near win-win for teh commnunity: the eternal divinity of Khabranth is preserved and the kingdom is allowed plenty of room for expansion should its leader return, while prime unused land is opened for for new settlement by existing realms and new claimants alike.

Designation of Outer Khabranthian Terrirories
1. The Kingdom of Khabranth is to be split into two different political entities: The Kingdom of Khabranth, and the Outer Khabranthian Territories. These territories shall exist in the west and north of the Kingdom of Khabranth.
2. The Outer Khabranthian Territories shall still be recognized as part of the lands under the King of Khabranth.
3. The Outer Khabranthian Territories are open to settlement by Counts and Dukes approved under the Council of the Crowned. There shall be no extra provisions required to settle these areas.
4. The Kingdom of Khabranth may not at any point in the future reclaim lands given to Counts or Dukes under the Council of the Crowned for settlement.
5. The Kingdom of Khabranth may not reintegrate any part of the Outer Khabranthian Territories without proving their participation in the Empire, as determined by a unanimous vote from the Council of the Crowned.
