Ave, friends and allies.

It has been a long and carefully thought out process, working with the honourable Lord Scrios closely to come to an agreement over the correct course of action to take.

After much deliberation, and emergency meetings held with the Perthian and Isiliothian Royal Courts after the re-appearance of King Isaac, a tenable agreement was reached.

It has been decided: Samaia Almandine and her people are Ceding from the Kingdom of Perth.

This decision has been made after Scrios has magnanimously re-drawn the borders to cede the northern section of Perth, including the current County of Kaltdvanne and the fledgling Duchy of Loitommalla. King Isaac has also, in a feat of grand generosity, re-drawn his borders to accommodate these plans.

Maps will be drawn up for official records, but this is the first announcement of the Grand Duchy of Dawnstar to the Empire.

You and Your people have constantly aided mine in more ways than one. The Grand Duchy of Dawnstar will no doubt be a great place under your enlighted rule, and we wish you the highest of lucks in your adventures in establishing new, but strong lands.

Duchess,

It is with great joy and excitement that I learned of the creation of your Grand Duchy! One in my profession often dreams of such a monumental event, so you will pardon me if I admit to almost passing out when I heard the news. Should you or King Scrios require assistance with drawing up of said maps (or if you would simply like an enlarged one with greater detail) please reach out to my liege and see if my talents may be engaged. (And even if they are not required, I would appreciate a copy of the new borders through which I might rework some of my own.)

I look forward to learning of the further developments of Dawnstar in the years to come.

Your kind words and well wishing has warmed my heart and it is good to know that the people of the Empire support this decision.
